Bill joined the University of North Carolina - Office of the President in May 2000 from North Carolina State University where he spent two and a half years in the Contract Management Division of the Purchasing Department. Prior to that, he spent several years in Australia, working for the Australian Federal Government in the Productivity Commission.

Bill holds a certificate in legal studies and was nationally certified as a Paralegal by the National Association of Legal Assistants in 1988. A U.S. Navy veteran, his experience includes several years working as a litigation paralegal in Santa Fe, New Mexico.
